Labor migration in 2025: new salary thresholds you need to know
To be eligible for work authorization in Belgium, employers must demonstrate that foreign workers earn the required minimum salary. As of January 1, 2025, the salary thresholds for certain categories of labor migrants will be updated.
Here is an overview of the new amounts applicable in the Flemish Region and the Brussels-Capital Region:
Flemish Region
The amounts are calculated as a percentage of the Belgian average gross annual salary, which is € 48,912 for 2025, except for performing artists and professional athletes/trainers, for whom separate amounts apply.
- Executives: 160%, being € 78,259.20
- Highly skilled workers: 100%, being € 48,912
- Highly skilled workers under 30, nurses, and teachers: 80%, being € 39,129.60 (Note: this does not apply to posted workers).
- European Blue Card: 130%, being € 63,586
- Intra-Corporate Transferees (ICT):
- Executive-ICT: 160%, being € 78,259
- Specialist-ICT: 100%, being € 48,912
- Trainee-ICT: 100%, being € 48,912
- Performing artists: € 42,313
- Professional athletes and trainers: € 101,019, and € 50,509.50 for trainers without an employment contract for professional athletes.
Brussels-Capital Region
In Brussels, the base monthly amount for calculation is € 4,748.00, except for professional athletes and trainers, who have a separate annual gross salary threshold.
- Senior executives: 140%, being € 6,647.20
- Highly skilled workers: 78%, being € 3,703.44
- European Blue Card: 100%, being € 4,748.00
- Intra-Corporate Transferees (ICT):
- Executive-ICT: 115%, being € 5,460.20
- Specialist-ICT: 95%, being € 4,510.60
- Trainee-ICT: 55%, being € 2,611.40
- Performing artists: 65%, being € 3,086.20
- Professional athletes and trainers: € 88,320 gross per year (until June 30, 2025).
