UPDATE CORONA as of 12/01/2021 – register obligation extended to all sectors

As of 12/01, any employer or user who temporarily uses an employee or self-employed person residing abroad must keep a register with the data of these persons. This is an extension to all sectors and applies until 1 March 2021 as the Federal Minister has extended all existing measures until this date.  The register has to be kept up to 14 days after the end of the works.

Current formalities when entering Belgium:

– fill in the Passenger Locator Form. If the PLF has not been filled in, the Belgian principal/user will ensure that this is done at the latest when work starts in Belgium

– after a stay in a red zone, a negative PCR test must be submitted. The compulsory test on day 1 is cancelled if one has a negative test that is max. 72 hours old (non-residents who have a recent negative test do not have to be tested again on day 1)

– after a stay of at least 48 hours in a red zone, one must also go into quarantine. The quarantine can only be terminated after a negative PCR test on day 7 of the quarantine. For people performing critical functions in key sectors, performing work at the place of employment may be permitted, provided there is a certificate from the employer

These rules do not apply to frontier workers or if the stay in Belgium is less than 48 hours.
