National Social Security Office (NSSO/RSZ) is tightening access controls for the ‘Declaration of Work’: what does this mean for your organisation?

Over the past few months, the NSSO has been working hard to modernise its digital services. With a clear focus on user-friendliness and future-proofing, various online applications are gradually being updated. 

One of the first concrete steps in this process concerns the ‘Declaration of Work’ application. The NSSO is implementing changes to the access management system, with direct consequences for businesses that submit or monitor declarations. 

Below, we explain the most important changes and their impact on your organisation.  

Enhanced access management for social security services 

The NSSO continues to focus on safer and more centralised access management for its online applications. 

In practical terms, this means that: 

  • user management is carried out via the online service Access Management (Toegangsbeheer) 
  • the chief access administrator (legal representative) is responsible for granting and managing access rights within the organisation 
  • logging in is now only possible via a digital key (such as an eID or a recognised European solution such as eIDAS) 
  • logging in with a traditional username and password/codes will be phased out

Changes to the ‘Declaration of Works’ application 

Within this framework, access rights for the ‘Declaration of Works’ application are also being amended. This application is used in the context of, for example: 

  • works on immovable property (art. 30bis) 
  • security and surveillance services and certain activities in the meat sector (art. 30ter) 

What is changing? 

From 29 June 2026, the following new rules will apply: 

Only the company submitting the declaration will still be able to: 

  • create 
  • modify

Other companies listed on the declaration: 

  • will retain only viewing rights 

In addition, during the fourth quarter of 2026unsecured access will be completely abolished  

What does this mean for you in practical terms? 

These changes have a direct impact on the way you manage your declarations, particularly in situations involving multiple parties (e.g. contractor – subcontractor). 

Please bear the following points in mind: 

  • Who submits the declaration? 

→ From now on, this party will be the only one authorised to make changes 

  • Collaboration with other parties 

→ Subcontractors or partners will now only be able to view data 

  • Internal organisation 

→ You may need to review your internal processes and responsibilities 

  • Access management 

→ Ensure that the correct people within your organisation have access via Access Management 

  • Authentication

Check whether your situation requires you to register in another way to avoid problems in the event that the access codes are discontinued.
